Who can participate? Depending on your backer status in the Kickstarter campaign, you will receive an invitation to Alpha 1 sooner or later. Additionally, all those who participated in the Pre-Alpha are allowed to join.
The developer studio Novaquark explains that new players will be admitted throughout Alpha 1. This includes those who joined after the Kickstarter campaign.
Every week, more players will be admitted, but the developers cannot promise that everyone will have access by the end of the year.
