The PSN is down today, on January 26th. There are massive issues. You receive the message that the PSN Network is under maintenance. However, no maintenance is scheduled. Additionally, the error code WS-37432-9 is shown.
Update: On January 28th, PSN disruptions occur again.
Since around 6 PM today, the PlayStation Network has been experiencing issues: players are unable to log in, the PSN is down. There is a note that the PlayStation Network is currently undergoing maintenance.
You receive the error code WS-37432-9. This means that maintenance is being conducted or the PSN is temporarily overloaded.
As of 6:14 PM, the official PlayStation Network status has been updated. All online services are experiencing issues. In other words, nothing is working anymore. Account management, gaming, social networks, and the PlayStation Store are affected.
Sony writes:
You may experience difficulties when starting games, applications, or online features. Our developers are working to resolve the issue as quickly as possible, and we appreciate your patience.
The affected platforms are PS3 and PS4.

No maintenance has been officially announced. The online services should actually be functioning properly. Therefore, there is a bigger issue.
