When does it start? As usual, the Spotlight Hour begins today at 6:00 PM. The event is active for one hour and should, if all goes according to plan, end at 7:00 PM.
These bonuses are active: During the event, you will find Voltoball almost everywhere in the wild of Pokémon GO. This fits well with the Electric Event, which has been active in the game since today. For you, the hour in the evening is a good opportunity if you still need Pokémon or Shinies for the collection.
