When does it start? The Spotlight Hour begins today at the usual time of 6:00 PM. The event will be active for one hour and will end at 7:00 PM local time.
What bonuses are there? During the event, you will encounter Robball almost everywhere in the wild. If you want to enable even more encounters, you can light a incense. This will also attract Robball.

Can you catch Shiny Robball? No, the shiny version of Robball is not yet available in Pokémon GO. You cannot catch it today.
Is the Spotlight Hour worth it today? Robball and its evolution Marikeck are not really interesting as attackers. The final evolution Primarene only ranks in the lower midfield in the Super and Hyper League. At least it plays in the upper midfield in the Master League. There are definitely stronger alternatives in raids.
So, use the Spotlight Hour today if you want to fill up your experience points by catching Pokémon. Keep in mind that double XP counts for all caught Pokémon.
