What kind of event is this? Every Tuesday evening, a Spotlight Hour starts in Pokémon GO. For one hour, a Pokémon selected by Niantic is in focus. The selection changes each week.

Spotlight Hour on November 1 – Start, Bonuses, Shiny
When does the Spotlight Hour start? As always, the event starts at 6:00 PM local time. It will be active for about an hour and ends around 7:00 PM local time.
What bonuses are available? Zwirrlicht will be swarming in the wild. The Pokémon will appear nearly everywhere. If you activate incense, it will attract even more Zwirrlicht. Please note that incense and lures will remain active for 90 minutes due to the Día de Muertos event.
Additionally, there is a dust bonus. You will receive double the amount of Stardust for catching Pokémon.

Is there Shiny Zwirrlicht? Yes, you can catch Shiny Zwirrlicht in Pokémon GO. Today, it also wears the Cempasúchitl crown and can also be caught as Shiny.
