How does Lapras learn the moves? Lapras can only master the Ice moves if you catch it from the raid within the 3 hours. You cannot teach the Pokémon these moves with TMs.

The moves in PvE: In raids and gyms, Ice Beam significantly improves Lapras’ attack. So overall, the moves are quite good.
The problem here is the large competition that is better than Lapras. So even with these moves, Lapras will not be a top Ice attacker. Here it has to give the role to Pokémon like Mamoswine or Snorunt.
The moves in PvP: Here, Lapras shines with its moves. The advantage of Lapras is its high stamina, which is crucial in PvP. Ice Beam charges quickly, allowing it to cause a lot of damage.
So if you enjoy participating in PvP tournaments, you should aim for a Lapras with the move combination.
Is Lapras still worth it without moves? If you don’t consider the moves, then Lapras is mainly appealing for shiny hunters, as it is currently a very rare shiny.
Additionally, you can earn double experience points and stardust from the raids. So even without catching the Pokémon, it is worth participating in raids within the 3 hours.
