The lines suggest that remote raid passes will no longer be permanently consumed by entering an empty lobby in the future. If you do not challenge the boss, you will get your pass back.
This small change could make raids from home a bit more pleasant. You can try to occupy an empty lobby instead of turning back immediately in the face of no other trainers.
This way, you could also encourage other trainers to join the lobby and ultimately defeat the raid. And if that doesn’t work, at least you get your pass back.
