Blissey is particularly well suited as a defender because it has a lot of hit points and can also achieve high CP values. This means attackers need a lot of time to knock the cheerful Pokémon off its throne. In many cases, time even runs out before they can defeat Blissey.
On Reddit, some trainers report that evolving Chansey is currently the best monster for defending arenas. Attackers only have a limited time to defeat the defenders in the arena. If a Blissey with a lot of hit points is waiting there, time becomes tight. The attack values of this Pokémon are not important because it plays more for time than to defeat opponents.
