The WP values in Pokémon GO are an indicator of the strength of individual Pokémon. These are the top 15!
The first clue to check how strong a Pokémon is, is the WP value (or in English: CP value). The higher this value, the stronger the Pokémon. Each monster has its own maximum WP value, which cannot be exceeded even with power-ups. From these values, we have compiled a “Top 15” list that ranks the Pokémon with the highest maximum WP values.
Update: You can find the 15 strongest Pokémon of the 2nd generation here

Some of these Pokémon cannot currently be caught in the game. Mewtwo has reportedly been sighted in Japan, causing a crowd to gather, but Mew and the 3 legendary birds Articuno, Zapdos, and Moltres cannot currently be caught in Pokémon GO.
By the way: The Pokémon with the lowest maximum WP value is neither Pidgey nor Caterpie – The bottom of this table is Magikarp with a maximum WP value of 220.
The values we used for this list come from Pokemongo.gamepress.gg.
