The Research Breakthrough brings rewards like Pokémon, but it can also bring additional items. Since the major change to the Remote Raid Passes, it has also included the possibility of obtaining such a pass through the Breakthrough.
In the community, such as the Pokémon GO subreddit, trainers frequently post that they have received such a pass via Breakthrough (via reddit). And some are even surprised because they were not aware that this is possible.
