What is this event? The announcement is about a one-day event called “Catch Challenge: Ghost Pokémon”. You will be provided with some timed research. The limited research is only available during the event.

When does it start? The event kicks off on Sunday, October 25. It is only active for this one day, running from 8:00 AM to 10:00 PM local time.
Which Shinies are available? Niantic only announced in the blog that you can encounter Shiny Driftloon with some luck.
This is, however, no surprise for most trainers, as Shiny Driftloon and its evolution Drifblim have been available in Pokémon GO since 2018.
The Research: Niantic has not yet revealed any details about the limited research.
Field Research: During the event, there will be special field research for you. This will reward you with ghost Pokémon encounters and Mega Energy for Gengar. So, anyone wanting to evolve a Mega Gengar in Pokémon GO can earn important Mega Energy during the event.
The Mega Gengar will play an important role on this day as well. When the Buddy Challenge started on September 22, Niantic had already mentioned this new Mega Pokémon. It is unclear whether Gengar will debut on that day or will be activated beforehand.
Earn More XP: For the event day, you need to train your throwing skills. Because if you throw strong curveballs, it will be worth it for your XP account.
You will earn additional XP when you catch Pokémon with good, great, or excellent curveballs. How high the XP reward is was not disclosed by Niantic.
