To defeat such a legendary raid boss, it is clear: This cannot be done alone; it requires the support of additional trainers and their Pokémon. If you live in a rural area that generally has few gyms or players, it will be difficult for you in this battle.
Trainers who have particularly strong Pokémon in their collection may only need a 10-player group for such a legendary raid. Trainers with average Pokémon will probably need about 20 players to defeat Lugia. Finding that many players at the same time for a raid in a village is not impossible, but it is challenging.
As seen in the trailers, Niantic’s goal is for these Pokémon to be attacked by large groups. It’s time to convince more people in your village to play.
