In the first months of The Division, “Watch’s Call” was the best gear set in the game. The damage output was immense, which is why many agents relied on it. Over time, it was revised several times, losing much of its power. With 1.7, it will be exciting again.
The 2-set bonus, the 3-set bonus, and the talent of “Watch’s Call” remain unchanged with update 1.7. However, if you now have six pieces from the new Classified “Watch’s Call” set equipped, two additional bonuses will be unlocked.
These are the bonuses in overview:
2-set bonus: +30% Precision
3-set bonus: +10% Headshot damage
4-set bonus: Talent – Headshots with semi-automatic weapons (for example, sniper rifles) mark the target and increase the dealt damage by 5% for 30 seconds. A target can receive up to three marks. This bonus damage (up to 15%) applies to the entire squad.
5-set bonus: +15% Precision and +15% Headshot damage
6-set bonus: NPC enemies can now receive up to 6 marks. After three marks, there is a 25% chance that each further headshot on the target will also mark enemies within a radius of 10 meters. With 6 marks, you deal +100% headshot damage.
Important: The 6-set bonus applies only in battles against NPCs. It won’t be useful in PvP. Furthermore, it only makes sense against powerful named enemies, as many other foes would already be dead after six headshots. In short: Use the classified “Watch’s Call” set mainly in heroic incursions or legendary story missions.

The special thing about the 6-set bonus: It does not deal 100% of the base damage, but doubles the damage output including the previous 6 marks. In the video, you can see the damage of an SVD:

How to best use the set?
