After the last rework on Torbjörn, the team is happy that “the roster is settling a bit”. No further revisions are planned for the time being.
There have been discussions about reworks: However, the decision was not made immediately after Torbjörn’s revision. Internally, there were discussions about whether the hero Bastion needed a rework.
According to Goodman, he has his place in Overwatch. Because he occupies a niche and due to his firepower, it is unclear whether Bastion will ever receive a rework.
Reworks should stop, balance updates will continue: Blizzard could even completely stop reworking heroes indefinitely. Goodman mentioned that he hopes that the revisions can be stopped “sometime”.
We currently have no plans to rework anyone, but that doesn’t stop us from [doing it anyway] if the game changes in a way that makes it necessary again.
However, changes to the balance will continue to come. Jeff Kaplan already indicated this in a stream when he spoke about balance changes to Doomfist that could be coming soon to the PTR.
If the new hero Ashe has a similar impact on Overwatch as Brigitte did in her time, some changes will likely be inevitable.
