After Patch 1.8, Patch 1.9 of Overwatch is already following. We have all the details on the nerf of Bastion and Zarya in the patch notes.
Hardly has Patch 1.8 of Overwatch arrived on the live servers, Blizzard is already testing the next update, Patch 1.9, on the PTR. As expected, this patch includes a nerf of the currently overpowering Bastion, but Zarya will also be nerfed. Her barriers no longer protect her or other players from knock-back effects, meaning they can still fall to their deaths. This is likely to be changed to make it a unique feature of Orisa, the new hero.
The new hero Orisa is also in PTR Patch 1.9. She has already landed. You can currently play her on the test server.

Players can now change or disable abilities that are activated with the secondary fire mode key.

Bastion now takes 20% less damage in configuration: Sentry or Tank (previously 35%).

A new commendation card has been added that tracks the amount of increased damage while another player is boosted by you.

No longer prevents allies from being knocked back.
Fixed Bugs
General
When teleporters, shield generators, and other player-created objects are destroyed, the name of the owner of the object is now displayed in the kill feed as intended.
AI
A bug was fixed that prevented Bastion and Torbjörn from taking defensive positions when turret abilities were disabled.
Game Browser
A bug was fixed that caused certain settings in the information screen of custom games to appear even though they were not used.
A bug was fixed that caused the values of the setting “Ultimeter Charge” not to display as intended.
Heroes and maps are now sorted alphabetically in the “Find Game” filter in the game browser.
A bug was fixed that prevented Bastion’s self-repair ability from being disabled in the settings for custom games.

A bug was fixed that caused Bastion’s walking animation to not display while self-repair was active.
McCree’s Deadly Charge meter now does not charge when he uses his flashbang against Mei’s Ice Wall.
A bug was fixed that caused Zenyatta’s feet to protrude from his robe when using the Zenyatta skin.
A bug was fixed that caused Reaper’s shotguns and D.Va’s mech to appear unusually large in the main menu.
Maps
When training bots are destroyed in the training area, this is now displayed in the kill feed.
