What kind of costume is it? It was the “Dungeon Explorer Costume.” It was last available in the ESO Crown Store, meaning it could be purchased as a cash shop item.

Zenimax warns players, pulls costume from the shop

Apparently, the warning was not enough. The costume was completely disabled on November 18.
Especially after new DLCs, like now Dragonhold, or new events, there are lags and issues. A major performance offensive is supposed to solve these problems of ESO in the medium term.
Players who missed this were then wondering why they could no longer use their new favorite costume.
The costume is now unusable until Zenimax develops a new patch to permanently solve the problem.
