Balancing a game involves having items with balanced values, classes that can compete, and spells and abilities that feel “right” in terms of damage and effects. This one employee likely had a lot to do with the new major update for Season 19.
Where does the information come from? The statement comes from Twitch streamer and YouTuber Quin69, who is a well-known content creator in the English-speaking Diablo community. According to him, he spoke with the one guy:
“I spoke with him. Guys, you must understand: This is literally one guy. A guy […] who balances Diablo 3. He has a boss with whom he has to clarify things […] and that’s it. Then they test it and bring it to the PTR.”

This is what the employee means for Diablo 3: Thanks to this employee, it is still ensured that poor balance, such as with legendary items, does not occur or is corrected.
On the other hand, this means you probably shouldn’t expect huge changes anymore. Quin69 already states that the legendary system will likely not receive a complete rework.
