So far, 10 of the 11 pirates from the Worst Generation have made their grand appearance in One Piece. Only Urouge has been missing since his introduction on the Sabaody Archipelago. However, he could play an important role in the finale of One Piece.
Why could he still become important? The mangaka Eiichiro Oda revealed in an interview that he exaggerated the number of members from the Worst Generation. So far, almost every one of the captains has appeared in the manga and had their grand moment. Currently, for example, the events revolve around Bonney, who has concealed her true age.

Since every member of the Worst Generation has appeared in some form, Urouge will also get his grand moment. One Piece is currently heading towards the climax of the story, which is why the pirate will likely play an important role in the narrative.

Who is Urouge? Urouge is also known as the “Mysterious Monk” and is a member of the Worst Generation, which also includes people like Luffy, Law, and Kid. He originates from Sky Island, along with the thunder god Enel, from the sky islands above the clouds. One well-known island is Skypiea.
Thanks to the fifth special volume of One Piece, we know that Urouge has eaten a Devil Fruit. However, not much is known about this Devil Fruit yet. We only know that Urouge can convert absorbed damage into strength. This turns him into a gigantic muscle bundle.
What has he done since the Sabaody Archipelago? Urouge has taken a similar route to Luffy and the others since the time skip, but he was a bit faster. During the time skip, he was already on Whole Cake Island and managed to defeat Charlotte Snack but had to surrender against Cracker.
When Luffy and his crew arrived in Dressrosa, Urouge was still recovering from that battle. He was at Ballon Terminal, a ruin in the sky islands. There, they saw Kaido attempting to throw himself off the sky island to die.
