One Piece: Pirate Warriors 4 will soon receive its final DLC pack. The expansion introduces three new characters that expand the roster of playable fighters. During the presentation, the team behind Pirate Warriors 4 revealed which character is actually the strongest in the game.
Which character is stronger than all others? In fact, neither Luffy nor Shanks are the strongest fighters. Neither do the other two of the Four Emperors rank number one. The Pirate King himself, Gol D. Roger, is at the top of the podium.

Gol D. Roger is one of the playable fighters coming with the last DLC pack. In a video, it shows why the Pirate King is so strong: He uses an exceptionally powerful King Haki, whose effects often occupy the entire screen.
The King of Pirates has not eaten a Devil Fruit, yet he is considered the strongest pirate. In the following video from Varied Geek, you can see a segment featuring Roger’s attacks:
Gol D. Roger – One of the strongest pirates in the anime?
What does this mean for the anime? Just because the team designed Gol D. Roger to be so strong in One Piece: Pirate Warriors 4 does not mean that he is the strongest fighter in the anime and manga. Shanks and Mihawk are also sword fighters who have not eaten a Devil Fruit. They are at a similar level as Gol D. Roger:
- Mihawk is considered the best swordsman in One Piece. He never had the chance to duel Roger. Therefore, we cannot say if he could have defeated Roger with his exceptional sword skills.
- The same applies to Shanks. He lost an arm in a tragic accident, yet he continues to impress time and again with his exceptionally strong King Haki. He has many similarities with Gol D. Roger when it comes to fighting style.
In addition, there are characters who have eaten Devil Fruits. Luffy finally possesses an awakened Devil Fruit and seems to defy the laws of physics with it. Blackbeard even has the abilities of two Devil Fruits, making him a strong candidate as well.
Who is Gol D. Roger, anyway? Gol D. Roger is the current Pirate King. He hid the One Piece and thus declared the era of pirates. His crew is the only known pirate crew that has completed the Grand Line and reached Laugh Tale.
Unfortunately, Gol D. Roger is no longer alive. He was publicly executed by the Marines. However, throughout his life, he defeated numerous pirates such as Rocks D. Xebec, which proves that he was one of the strongest pirates.
