In Westbrook, the gap between rich and poor is very noticeable. In North Oak, the wealthy can look down from their villas by the pool onto the city, where the remaining citizens from Westbrook must deal with the gang that reigns there, the Tyger Claws, in Japantown.
The Tyger Claws are prevalent in Westbrook and maintain order, which anyone who is not part of their gang would categorize as unnecessary stress.
Westbrook can therefore be named as a safe place if you stay out of the dealings of the Tyger Claws and simply try to avoid contact, or “just” become rich enough to sunbathe on the deck in North Oak.
Those still on their way there and dreaming of making it to Corpo Plaza with a corporate job are probably stuck in the Charter Hill district. It is “pretty” safe, “pretty” clean, and just as “pretty” much the final destination for many dreamers who have not yet realized that almost nobody can be happy in Night City.
