London makes perfect sense for WD, as the city has one of the highest levels of surveillance in the world, making it the perfect playground.
The core feature listed is that players can play as absolutely any NPC they encounter in the open world. Each person is said to have different animations, voice-over capabilities, character traits, and visual elements generated and controlled by gameplay systems.
