Where does the info come from? Vex is featured in the storyline of the “Sentinels Of Light” event. This is an interactive story that has been playable in the client since the event started on July 8.
In this story, the gloomy mage is mentioned. The Twitter channel lol_insider refers to a leak in a tweet, but strictly speaking, this is more of a reveal of the champion than a leak. After all, Riot has intentionally released this information.

Vex could become an offensive champion
What we know so far about the champion: Unfortunately, not much concrete information is revealed from what has been shared. We know that Vex is a mage. She was already shown in an earlier leak, back then her design was a bit different (via dexerto.com).
There are speculations that she might be the missing master of Yuumi. From some lore snippets, it seems that Vex enjoys traveling through the material and spiritual worlds. She apparently prefers being alone rather than in company.
From her initial description, hints about her abilities may already be drawn: “It annoys her immensely when hyperactive champions swarm around her. It annoys her so much that she gets serious and starts squashing all life forms full of irritating cheerfulness that buzz around her like pesky flies.”
So she might be a very headstrong and aggressive character. According to an earlier leak, Vex was supposed to become a sort of “artillery mage” and was originally meant to be released earlier. However, her role has since been revised, so she is expected to be more of a traditional mage. This likely led to the later release (via Twitter).
When could Vex come into play? This is currently unknown. A potential release can only be speculated about at this time. Since the champion Akshan is next to come into play, you shouldn’t expect the mage anytime soon.
However, she is definitely supposed to play a role in the “Sentinel Of Light” event, as confirmed by lead champion producer Ryan Mirales on Reddit (via reddit). So we will probably get more news about her.
