The two villains Cell and Freezer had several forms that they could achieve in Dragon Ball. By the time of Dragon Ball GT, the two villains got a very special form that probably very few have seen.
What are these forms? Cell’s new form looks very similar to his Perfect Cell form. However, the new form relies on dark green tones. For Freezer, the difference is much more drastic: He has multiple horns on his head and a red suit adorned with spikes. Additionally, his skin color has changed to a shade of blue.

Although the two forms look extremely stylish, very few people have seen them. There was indeed only one way to marvel at the new Freezer and the new Cell.

Where did the forms appear? On January 3, 1997, a live show for Dragon Ball GT took place at the Daiei Sendai Izumi Store. It was about the revenge of Don Kee and his bodyguard Ledgic, who first appeared in Episode 4 of Dragon Ball GT. Cell and Freezer were also part of the event.
In the live show, Don Kee had escaped from prison again, and Freezer and Cell had achieved a new form. Story-wise, the show fit after the Shadow Dragon Saga, which is after the last episode of the anime.

Are the forms official? Although the two new forms are official, they do not appear in the anime or in any video game. The anime versions of the two villains shown above were also drawn by a fan.
It is common for live shows in Japan to have exclusive content that was not used for the anime. Therefore, the live show would simply be a way in which the Dragon Ball GT anime could continue.
The two forms would have been great opportunities to appear in video games. In Dragon Ball: Sparking! Zero, there are many different versions of the characters, which is why GT-Freezer and GT-Cell would be a good way to show the forgotten forms as anime versions.
