A player tested weapons in Anthem and stumbled upon something curious: The most damage is not done by a Masterwork weapon, but by a simple level-1 weapon.
Which weapon is the best? In the Anthem subreddit, user YeetLordSupreme presented his results from a weapon test. He played around with various weapons to find out their respective weapon damage.
All weapons were tested on the same opponents with the same components. To his surprise, a Masterwork weapon did more damage but couldn’t defeat the enemy faster than a regular level-1 weapon.

What were the test results? YeetLordSupreme shot with the Masterwork Ranger weapon Ralners Firestorm at level 45 on a simple Skar unit and recorded a damage of 1184 for this weapon. He then shot with the level-1 weapon Defender at a simple Skar unit and logged 286 damage for it.
One would expect that the weapon dealing more damage would also bring the enemy down faster. However, according to the test results of the Reddit user, this is curiously not the case.
While Ralners Storm needed six bullets to take down the Skar, the level-1 Defender only needed four bullets.

What does BioWare say? In the post where the user expresses shock that damage numbers seem completely meaningless, some developers from BioWare quickly chimed in.
The Technical Design Director Brenon Holmes stated that this is likely a scaling issue. The system is supposed to allow players of different levels to play together.
The Lead Producer Ben Irving confirmed that this is a bug that will be fixed in the next update on March 12.
