Abilities and weapons are well and good, but intelligent tactics in battle are extremely important. In this field, both Dumbledore and Gandalf can showcase a lot of expertise. Dumbledore would try to penetrate the mind of his opponent and anticipate their tactics.
Additionally, he may have already manipulated his friends (and perhaps even his enemies) to work for him in advance.
Gandalf, on the other hand, has fought many small and large battles. He is a leader and may also bring allies into the fight.
And when the situation seems completely hopeless, he has an ace up his sleeve: he could let Dumbledore defeat him, die, and return shortly afterward in his immortal form. This way, he could surprise Dumbledore and turn the fight in his favor. A close race, but in this category, there is a tie.
