Dark Red Eye: The witness has seen more but cannot fully identify Arthur. This is only possible if Arthur has not committed a crime while wearing the same clothes in the same area. If he is wearing the same outfit as in a previous crime and does not wear a bandana, the witnesses will be able to identify him.
Bright Red Eye: The witnesses have seen everything and know exactly who committed the crime. These witnesses must be stopped before they can inform the police. This can be done through intimidation and threats or through brute force.
Keep in mind that brute force can also be seen by others, which can trigger an ugly cycle. Then it might be better to just accept the bounty before you dig yourself deeper into trouble.
Outsmarting Law Enforcement
Law enforcement can’t be easily outsmarted in Red Dead Redemption 2. They recognize Arthur even if he is wearing a mask, which inevitably leads to a bounty.
As long as they can see you, they will pursue Arthur. Only when you can break their line of sight will you lose the “red radius” on the minimap that was previously centered on you. If you manage to completely escape this area (and not run into the guards again), they will stop the pursuit.
