When does the endgame begin? As soon as you have reached level 30 and completed the campaign.

The Strongholds of The Division 2
What are strongholds? Most will first think of the Stronghold Dungeons from Anthem, but this is a different feature.
In The Division 2, the strongholds are literally fortifications. However, they are not only unlocked in the endgame but are also available during the campaign.
They are much larger and more challenging missions. Experts from The Division 1 will certainly remember the incursions.

According to the developers, the various fortifications belong to one of the enemy factions of The Division 2. They probably play an important role in the story and are only unlocked when you complete certain story missions.
These are the factions of The Division 2:
- True Sons
- Outcasts
- Hyenas
- Black Tusk
Strongholds are also important to unlock an essential part of the endgame: the world tiers.
World Tiers – the Progress System of the Endgame
What are world tiers? Like in The Division 1, there are five world tiers starting from level 30, which determine the loot and difficulty level of the entire game world.
Furthermore, the gear score is linked to the tiers, which indicates the strength of your equipment and determines the level of the stats.
If you reached the endgame in The Division 1, the world tiers were immediately available. You could freely switch between them.
This is how it will be in The Division 2: Unlike its predecessor, upon reaching level 30, not even world tier 1 is available. To unlock the world tiers, you must first complete all fortifications.

This happens at world tier 1: If you have completed all fortifications beforehand and unlocked world tier 1, the entire game world will be turned upside down. Captured control points will be attacked by the new endgame faction Black Tusk. The other factions are also suddenly on the move, as Black Tusk is attacking them too.
Moreover, the strongholds are reset and taken over by Black Tusk.
Higher World Tiers Mean More Endgame Features
With each higher world tier, new endgame content is unlocked.
Here begins the progress system of the endgame.
This is how you unlock additional world tiers:
- To be able to select world tiers 2-4, you must complete one of the fortifications per world tier.
- However, this is subject to conditions. Fortifications are only available in the endgame after you have completed 2 specific invaded missions.
- Only then can you tackle them and select the next world tier.
So you essentially have a second campaign because the story is also supposed to continue in the endgame. But that’s not all.

This is what to expect starting from World Tier 3: From world tier 3, you can unlock Cassie, the “Xur” variant of The Division 2. She has high-quality offers.
With world tier 3, “The Deck of 52” will also appear in the game world. This consists of named bosses made up of the 4 factions mentioned above. Each boss has a card and brings “special rewards”. If you have a deck of 52 cards, the bosses will respawn.
World Tier 4 Brings You Bounties, Difficulty Level and Named Bosses
This is what to expect with world tier 4: With the fourth tier, several endgame features are unlocked:
- Bounties: With WR4, new faction bounties become available. If you complete 2 hard bounties of a faction, a special bounty with special rewards will be unlocked. The principle is reminiscent of the high-ranking targets in The Division 1. Regular bounties are already available before the endgame.
- “Target Intel Drops”: These are probably target data that were also available in the predecessor. You need these to unlock bounties.
- New Difficulty Level: In addition, the Challenging difficulty level will be unlocked. This was also present in the predecessor. Enemies only consist of elite opponents, accordingly, the loot improves.
- Daily and Weekly Projects: These are now available in the settlements, similar to the weekly and daily tasks in The Division 1. There, you had to complete certain gathering tasks or other similar missions to receive rewards. According to the live stream, these projects should not expire.
- Stronghold “Tidal Basin”: This is the base of the Black Tusk. This must be completed to unlock world tier 5, the last of the tiers.
And what about world tier 5? The creators are still keeping quiet about this.

Developer Massive wants to keep the endgame and the game world constantly “fresh”. More information will follow at a later time, but they do not want to reveal too much.
