Why was the scene deleted? According to Screenrant, George Lucas expressed in a bonus feature on the home media version of Star Wars: Episode 3 – Revenge of the Sith that the deletion of the scene was a result of a decision to focus the film more on Anakin and his fall.
The scene would have given Natalie Portman’s character Padmé an even more important role and greater development. You can read more about it at our colleagues from Moviepilot.
What was discussed in the scene? Senator Bail Organa notes during the meeting that they cannot allow “a thousand years of democracy to disappear without a fight.” When asked what he means by that, he says: “I apologize, I don’t want to sound like a Separatist.”
Senator Mon Mothma interjects:
We are not separatists trying to turn our back on the Republic. We are loyalists trying to preserve democracy in the Republic.

Bail Organa stands up and states: They cannot debate this further. They have decided to take action – Senator Mon Mothma and he want to create an organization. Padmé interrupts him and asks him not to say more. She understands that, but “at this point, some things are better left unsaid.”
The group agrees that no one will talk about the plans – not even with close associates. Padmé Amidala also agrees, and the scene ends.
