The World Government thinks that Chopper is just the pet of the Straw Hat crew, which is why the reindeer has such a ridiculously low bounty.
But with the shirt, Dr. Kuleha shows that she follows Chopper’s actions eagerly and even stands by him. The exciting part: At that moment, the doctor is at a World Government event.
So she must not only be incredibly proud of Chopper but also have a great deal of courage to openly present her connection to the Straw Hat pirate.

On the other hand, they think that Dr. Kuleha would tease the Straw Hat pirate with it: The 100 Berry is nothing for which a pirate could be proud, which is why she would want to tease Chopper with the saying.
