Pre-order customers of the Ultimate Edition in FIFA 22 are supposed to receive a Ones-to-Watch pack today. However, the cards that are actually supposed to be included are currently not in there.
Update, 18:36: Joel Doonan from the EA team shared a post that was highlighted again on Twitter by the Direct Communication channel (via Twitter). According to this, it may be that the OTW packs also cannot be opened shortly after the start of the OTW event to prevent the packs from being opened too early again. If errors occur, users are asked to please hold on a little longer.
Update, 16:35: EA announced via the “Help” channel that the issues at the event start tonight (7:00 PM) should be resolved. At that time, users should be able to open their packs safely.

What’s happening in FIFA 22? Today is the official FIFA 22 release: After the early access, players of the Standard Edition can now start the game.
Furthermore, the Ones-to-Watch event starts today. This is especially exciting for pre-order customers of the Ultimate Edition, as they are supposed to receive one of the special OTW players as a pre-order bonus.
This is the problem: This bonus can be used through an “OTW pack”, which some players apparently have already found in their accounts. However, the corresponding event will not start until tonight at 7 PM. The cards that everyone expects in that pack are therefore not yet in the game.
Accordingly, players who have already opened their pack have received not an OTW player, but some other cards instead. EA is now addressing this via Twitter.
Wrong packs will be replaced in the coming days
This is what EA says: The “Direct Communication” channel announced on Twitter that the issue is known and they are currently working on a solution.
OTW Pre-Order Player Packs were unintentionally released before OTW player items were included in FIFA 22.
OTW Pre-Order Packs cannot currently be opened while we investigate the issue. Players who opened their pack before the OTW release will receive a new OTW pack in the coming days.

Players who still find their pack in the shop now but cannot open it will likely be able to open their bonus starting at 7 PM. This is when the event starts.
When the players who have already received a wrong card will get their pack is still not exactly known, aside from “in the next days”. Examples like broken Weekend League rewards in the past have shown that such corrections can indeed take a few days. We will keep you updated on this.
