Update, September 25, 09:00 AM: EA Sports has now also confirmed September 30 via Twitter as the launch date for the web app. Meanwhile, the FIFA 20 version will be shut down on Friday evening in preparation for FIFA 21.

When does the FIFA 21 web app launch? Currently, players are receiving messages introducing bonuses for returning players. These messages state, among other things: “Secure your rewards on the FIFA web app starting September 30 and begin building your FUT 21 club.”
That would confirm the launch date of the web app for September 30. This is one day before the early access of FIFA 21 and a full 9 days before the official release of FIFA 21.
The messages are shared by fans via Reddit or Twitter. However, some players also emphasize that they have not yet received these. We have also not seen such a message in FIFA 20 or the current web app yet. However, it has happened in the past that these in-game messages are released in waves.
What is the FIFA 21 web app even good for?
