Dolmens in the Alik’r Desert
Where is this place located? Travel to the adventure zone Alik’r Desert. You can find the three corresponding Dolmens near the wayshrines Aswalla Stables in the north, Goathead Oasis in the south, and Sparrow’s Roost in the east.
How do you level up there? You need to teleport to the wayshrine whose dolmen is currently active. Now ride quickly there and look for a group.
There, you will fight until the dolmen becomes inactive. Now you should travel to the next active one and repeat the process. This will grant you plenty of XP—not quite as much as some other places, but in a very easy and convenient way, since you can repeat the process.
For whom is this place suitable? Keep in mind that you need a group to fight effectively at the dolmens. If you are on your own, you can try your luck starting at level 15. However, it will not be easy.
Catacombs of Skyreach
Where is this place located? You can find the Catacombs of Skyreach in the adventure zone Craglorn, northwest of the province of Cyrodiil. The catacombs are located southwest of the wayshrine Skyreach.
How do you level up there? The catacombs are filled with monsters. You will essentially be fighting constantly, farming a lot of XP. The good thing about this place is that it is an instance. For whom is this place suitable? The Catacombs of Skyreach are not suitable for beginners. Also, you should find a good group, as you have virtually no chance against the hordes of enemies if you are alone.
Moonhenge
Where is this place located? Moonhenge is a ruin that has been overrun by the Daedra in the region of Green Shade. You can find this place near the shore of the sea.
How do you level up there? You must complete the quest “The Tear of Moonhenge,” which grants you access to the Islands of Torment. Here you will fight against a lot of Daedra, which will earn you plenty of XP since fighting these monsters offers bonuses.
Be careful not to finish the quest, as you will otherwise lose access to this lucrative grinding location.

Spellscar

Pull as many high-level enemies as you can, and then ideally take them all out at once with an area-of-effect skill. This way, you’ll gain an extreme amount of XP.
For whom is this place suitable? You can certainly master the Spellscar alone, but it works better in a group. You should have at least level 11 to have a chance in the Spellscar.
