This is how you get the first feather: During the Witches Festival, you can receive one event ticket per day when you open a Dremora plunder skull.
How do I get Dremora plunder skulls? You simply need to defeat a leader. These can be leaders from dungeons, powerful enemies in the open world, or leaders of Dark Anchors. The leaders in the Summerset geysers also drop plunder skulls.
Where can I get the feather? Once you’ve collected 10 event tickets, you can travel to the new merchant Impresaria and exchange the tickets for a feather. Note that you can only hold a maximum of 12 event tickets at a time. So be sure to buy a new feather if you have too many tickets.
How does Indrik change its form?
This is what must happen for the stag to change forms: To change form, you need berries. Unfortunately, it is currently only known that these berries can be purchased from the merchant Impresaria. Players suspect that berries are tied to specific events and can only be acquired during those times. Whether the Indrik will remain in one form permanently is still unknown.

- From November 15 to 26, the one-year anniversary of Clockwork City will take place. You will earn event tickets by completing daily quests in the DLC area.
