4. Golden Freezer

Who is Golden Freezer? Freezer is probably the most iconic villain in the entire Dragon Ball anime and manga. In Resurrection F, the evil alien returns, but this time he has trained and achieved a new form: Golden Freezer. With his new power, he wants to take revenge.
Golden Freezer can initially keep up with Goku and Vegeta’s Super Saiyan Blue form, but because Freezer is not used to the form, he consumes too much energy and is defeated. Without Whis, Freezer would have destroyed the Earth, as the heroes were too lenient.
3. Cell Max
Film appearances: Dragon Ball Super: Super Hero
Who is Cell Max? In the latest Dragon Ball movie, the Red Ribbon Army returns, but this time with a new scientist who actually has no evil intentions. For the villainous organization, he creates Cell Max, a replica of the old villain Cell, only much stronger. Cell Max is released too early by the head of the Red-Ribbon Army and threatens to destroy everything uncontrollably.
Since Goku and Vegeta are not present, Piccolo and Gohan must save the Earth. To do so, both reach new forms that are probably on a similar level as Goku and Vegeta at that time.

2. Broly (Super)

Who is Broly? The story of the new Broly has been slightly altered; he is no longer the angry meatball of muscles but has a more interesting (and less silly) backstory. However, he remains incredibly strong and is unleashed upon Goku and Vegeta.
In Dragon Ball Super: Broly, we see how Goku and Vegeta, despite their blue Super Saiyan form, have no chance against Broly. He plays with Goku, who cannot harm the legendary Super Saiyan at all. To defeat him, Goku and Vegeta must fuse. As an individual character, Broly is much stronger than both.
1. Beerus
Film appearances: Dragon Ball Z: Battle of Gods, Dragon Ball Z: Resurrection F, Dragon Ball Super: Broly, Dragon Ball Super: Super Hero
Who is Beerus? After a long time, new content for Dragon Ball finally appeared in 2013 with Battle of Gods, along with new lore. Beerus, the God of Destruction, shows up and wants to pursue a Saiyan legend. In the process, he encounters Goku, against whom he obviously fights.
Goku, who uses the God transformation for the first time in this film, could do nothing against Beerus, who was only using a fraction of his power. Later, the enemy became a neutral observer. Whis, Beerus’s angel, trained Goku and Vegeta after the film, which made them even stronger.
