Dragon Ball has, alongside a few series, also received countless movies, and of course, there are iconic villains among them. In this ranking, we want to answer the question of who the strongest movie villain is.
How was this list created? In this list, we only consider opponents who appeared in the various Dragon Ball movies. Characters who later appeared in the series are also included.
Relevant for the ranking is the current status of the protagonists at the time of the movie and which transformations were important to defeat the opponent.
Honorable Mentions: The evil Goku-impersonator Turles and the nasty Namekian Lord Slug narrowly missed the list, yet they are two fan favorites that are still represented in many games today.

10. Cooler/ Metal Cooler
Film appearances: Dragon Ball Z – The Movie: Revenge for Freezer, Dragon Ball Z – The Movie: Cooler’s Return
Who is Cooler? Cooler is the brother of Freezer and the son of King Cold, who comes to Earth after Freezer’s death to get rid of Goku. After being defeated by him, he returned in Cooler’s Return to Planet Namek. There he merged with the Tech-Star Ghetti. He was also defeated by Goku and Vegeta here.
Cooler managed to achieve a new transformation of his race even before Golden Freezer. Otherwise, he fights similarly to his brother, with a bit more impact. Ultimately, however, he was defeated by Vegeta and Goku using the simple Super Saiyan.
9. Cyborg 13
Film appearances: Dragon Ball Z: The Movie: Attack of the Cyborgs
Who is Cyborg 13? Cyborg 13 is a film-exclusive cyborg, built similarly to 16, 17, and 18 to kill Son Goku. To do that, he absorbs 2 other film-exclusive cyborgs. Ultimately, however, he is defeated by Goku as a Super Saiyan.
Cyborg 13 fought against Piccolo, Vegeta, Goku, and Trunks, managing to hold his own against the four for a brief period. Ultimately, however, Goku defeated him when he absorbed the Genkidama. He is only ranked 9th on the list because Goku had not yet reached Super Saiyan 2, but still managed to take him down.
