The world of Fallout is full of morally more than questionable characters. In this list, we rank the 10 worst and clarify who deserves the title of “Top Villain of the Wasteland”.
How was the ranking created? For this list, we looked at various characters from the games and the series related to Fallout. They all easily qualify for a spot in the ranking, as their actions are more than questionable, indeed outright evil.
Admittedly: We could easily list a Top 30 here, as there are probably more evil than good characters in the wasteland. Therefore, it should be said: The ten that made it to the final list have made a “special” effort to be really nasty.

Rank 10: Frank Horrigan
- Known from: Fallout 2
Frank Horrigan is a monstrous apparition. The main antagonist from Fallout 2 is a type of super mutant equipped with a special power armor, with which he is almost fused.
He works in the service of the Enclave, a malevolent faction, and does so in a brutally forceful manner. He shows no mercy to his foes, even killing innocents, and has thus earned a dubious reputation within the Enclave. Even allies fear Frank Horrigan.
His loyalty to the Enclave makes him the perfect tool for the faction. Unlike other villains in the ranking, he pursues less personal goals. He is simply the personification of raw violence in the wasteland.
