How did he do it? A player obtained over 350 Horadric Caches from Season 19 of Diablo 3 from Torment 16, which are rewards for completing bounties from an act. All these caches reward the opener with blood shards, materials, and gold.
The player IvGotSomthinToSay, who is the focus here, wore bracers that convert collected gold into experience points while recording. These are the Custerian Wristguards, which he activated in Kanai’s Cube.
When opening the over 350 caches, amounts of over 1 million gold repeatedly fell to the ground. Since the player did not move, the gold was not collected automatically. Only after he opened all the caches and then moved did he collect all the gold at once. This was credited as experience points, and thus his level 1 character went from one second to the next to the maximum level of 70. There was a larger lag beforehand.

Why is this special? As IvGotSomthinToSay writes on Reddit, he collected a total of 361 Horadric Caches. He says that you probably only need 352 or 358 caches to level from level 1 to level 70 using just those. However, the information about the experience points is not entirely clear, which is why he preferred to collect a few more of them.
Normally, you level up in Diablo 3 by killing monsters and related activities like Nephalem Rifts. Leveling up to the maximum without killing a single monster with this character is quite special.
