The marks that exist there and can be exchanged for items with the faction vendors, are only available starting from level 18. However, you can start collecting reputation earlier.
Starting from level 18, you will finally receive, instead of just two and one as in the beta, three marks for a win and two marks for a loss. These changes, which is why they are so confusing, were introduced only with the Day-One patch. You can collect a maximum of 100 Crucible marks. That is the cap.
