The problem is that while many Guardians feel the missing Exotics are a “betrayal” from Bungie, Bungie never really promised them. They were merely in the database and players interpreted that as a promise that they would come. However, Bungie has never officially introduced or addressed the items.
Bungie has also never said: We are bringing 18 new exotic armors to Destiny, but always remained vague.
However, they never contradicted the assumption that the Exotics listed in the database would also come. Even though Bungie continually assures that they are working on communication with the community, it often shows how much Bungie likes to leave the player base in the dark, perhaps because they wish to encourage a “continued discussion” in the lively community. In some cases, like with the “sixth chest in the Glass Chamber,” this works out well. In the case of the missing 7 Exotics, it probably did not work out well.
