When is all this happening? When will it continue?
Spring begins this week, on March 20. The E3 convention starts on June 14. It is expected that Bungie will present the “big new expansion” at E3, which they will then want money from players again. So the “new Taken King,” so to speak.
By E3, the spring patch should be completed and already running for a while – just like it was during the House of Wolves last year.
House of Wolves was released on May 19. That might be the latest date for the spring patch now. Mid/late April would be, in our estimation, the earliest date that is still realistic. Bungie will surely take their time to present the spring update in detail.

Bungie wants to present the “Spring Update” in a series of live streams. However, they have not yet specified when they would like to start this. However, the date should come relatively soon: The stream schedule they had issued up to this point has already been completed.
There are still some questions open. The interest in the streams is likely to be high.
Update: Indeed, Bungie has now announced the date for the Spring Update. It is April 12.
The transition to a free-update model in Destiny is not entirely painless
Currently, it looks like Bungie is focusing on the big expansion in the second half of the year, with which they will initiate year 3 of Destiny. There should be the new quests, strikes, and the raid that players are hoping for.
Nevertheless, the spring update will be the biggest thing for Destiny since “The Taken King,” probably also the only one in year 2. But players should rather reduce their expectations to something like “They will release old strikes again for year 2” than hope for contents one would expect from a paid expansion.

The new “No more DLCs! We will provide free updates” model in year 2 requires a painful adjustment in the expectation.
Whether the content drought was part of Bungie’s plan or if something went wrong behind the scenes and it will go smoother again after the current restructuring, time will tell.
