You have several options to get the Monte Carlo:

What makes Monte Carlo special in Destiny
The Monte Carlo belongs to the auto rifles with a low impact of 8 and an increased rate of fire of 88. It comes with strong base stats: range, stability, and reload speed are excellent. Compared to the Year 1 variant, the range has been increased by 5 points:
The perks are interesting:
- Monte Carlo Method: The damage this weapon deals reduces the melee cooldown. There’s also a chance to fully recharge your melee attack with each kill.
- Hip Fire: Increased precision when firing from the hip.
You can choose between:
- Field Scout: Increased ammunition carrying capacity.
- High Caliber Rounds: Rounds that stagger targets and cause them to flinch. The weight makes handling more difficult.
- Send Off: Increased range and precision. Heavier handling, reduced ammunition carrying capacity.
With Drift Control, Melee Ballistics, and Aggressive Ballistics, you can influence recoil, range, and impact.
How good is Monte Carlo in practice?
The perks favor only one playstyle: the offensive melee style. If you like to dive right into enemy hordes and smash everything, the Monte Carlo is the weapon for you. Your melee is often available, you shoot accurately from the hip, and reloading is quick, so as a surrounded Guardian, you don’t have to fiddle with your weapon for long before you can keep shooting.
However: If you play less melee-focused, other weapons may serve you better. And only a few Guardians will run through the Destiny universe with knives between their teeth, punching all enemies in the face. Thus, the utility of the Monte Carlo is quite limited.
Currently, auto rifles are not in the meta, which is why Monte Carlo does not rank among the top weapons in either PvE or PvP. If auto rifle, then rather those rapid-firing ones with maximum rate of fire.
