EX MACHINA~ is a sniper rifle with high impact of 37. Due to its other stats and perks, it is likely one of the strongest PvE snipers in the game. First the stats:

These are the perks:

• Curse of the Whirlwind: This weapon deals additional damage to Fallen. When equipped, you gain bonus agility.
• Spray and Play: Increases reload speed when the magazine is empty.
• Wait for It: Reloading this weapon when the magazine is empty grants a larger magazine than normal.

You have the choice of:

• Injection Mold: Increased stability, faster handling, decreased range.
• Hand Loader: This weapon is effective at longer ranges.
• Quick Draw: The weapon can be drawn incredibly quickly.

With Field Choke, Improved Ballistics, and Linear Compensator, you can modify range, impact, and recoil.

The fixed perks here are powerful. When the magazine is empty, reloading is faster and the magazine is larger than normal. Thus, because the impact is already very high, you can deal extreme damage in a short time. A monster in PvE! Bullet sponges have problems with this.
