This shotgun belongs to the archetype that is hardly usable in PvP: The impact is very low, while the fire rate is high. However, the Stolen Will has good stability, high aim assist, a large magazine, and fast reload speed. The deciding disadvantage is the low range:

Even though the Stolen Will does not fit into the Crucible, it still has its advantages: In PvE, it can quickly pump a lot of shot into well-armored enemies. Additionally, it clears out many adds efficiently at close range.
For the perks, you can try to increase the poor range. However, this is probably the wrong approach. Instead of compensating for the weaknesses, you should highlight the strengths of this archetype. Therefore, take Full Auto, Battle Runner, Mass Control, or Life Support to enhance this fast close-range playstyle. In the last perk column, Density Hazard or Surrounded are interesting.
Conclusion: Top in PvE, useless in PvP. It favors an extremely offensive playstyle, which many Guardians prefer to stay away from.
