The Forsaken expansion for Destiny 2 brings another new location in addition to the Tangled Shore – the Dreaming City. This is a kind of endgame hub that hosts not only the new raid but also content for smaller groups and even solo players.

Although this new location hosts the new raid, it is also intended to be interesting for smaller teams and lone wolves. The developers explained how this will work in an interview.
The Dreaming City – Raid, but also an Endgame Alternative for Non-Raiders
In a conversation with GamesRadar, Scott Talyor and Steve Cotton discussed the new endgame location of Destiny 2: Forsaken.
More than just a raid location: The first major difference of the Dreaming City compared to the regular locations is that the new raid is situated there. But that is not all. You should imagine it as if the raid seeps beyond its boundaries and extends to an island around the actual raid.

Everything you will be able to do in the new location is interconnected and thematically linked to the story. It is an evolution of the story, but does not belong to the campaign. There is no linear progression.
Destiny 2 as a hobby: It is much more about the hobby experience. For example, you will have to solve puzzles and discover things for yourself. Some of these things will be very difficult and (initially) unmanageable. Players will have to figure out over time how to succeed.
For raid teams: The raid is aimed at group players but is only part of the experience. While raids embody the peak activities of Destiny, not everyone can participate in them.
For smaller groups and solo players: However, even for non-raiders, the new location should feel like a peak activity. Because even if you are a solo player, you will end up there and can explore the area around the raid. There will be long-term activities, public events, and secrets. And if you are determined enough, you will become strong enough over time to tackle all these things.
