What weapon are we talking about? This is the new exotic scout rifle “Malevolent Tool” which you can obtain with Season 21. This weapon, which looks like it was stolen from a building in Savathun’s Throne World, is a special scout rifle that is tied to a lengthy quest.
To obtain the rifle, you need to visit Hive statues and, above all, have a lot of RNG luck while fishing, because even though the weapon is obtainable as a guaranteed drop, the required fish unfortunately are not.
For many, this is a deterrent criterion, but I tell you, the rifle could be worth it, especially in PvP.

Why the weapon is special: The scout rifle has the intrinsic perk “Creeping Attrition”. This causes your opponents to be slowed down and eventually frozen when you land consistent precision hits.
In PvE, this can be a useful thing, but with the fusion rifle “Tidal Wave”, you don’t need another cooling rifle against various aliens.
In terms of PvP, the rifle could emerge as a new secret tip. Three headshots and the fourth slows down your opponent.
Especially suitable for opponents who like to make a getaway when they realize they are losing. This can also be advantageous in matches like Control or Iron Banner when you storm the zones with your squad, and your opponents try to escape.
