Due to a communication error, there was a notion that you could only use your mounts in Diablo 4 after completing the campaign. However, Blizzard has clarified the case of the horses and made it clear when you are allowed to ride.
What was the error? In its latest blog post for Diablo 4, Blizzard talked about various things regarding skills, transmogrification, and equipment. Additionally, there was a section in this blog that described when mounts are unlocked and how it works with the cosmetic items.
Initially, Blizzard reported that mounts are “unlocked after completing the main questline with a character.” However, this was incorrect, and as a result, the paragraph was amended: “Unlocked by completing a questline while you progress naturally through the main story campaign.”.
However, the change came too late, and the message spread everywhere that players would only be able to learn to ride at a much later time, which will not be the case now.

Mounts are tied to a quest that you can complete early
When can mounts be unlocked? Anyone who participated in the beta of Diablo 4 has probably already visited the stables. There is a kind stable master there waiting to give you a quest for your mount. However, you cannot accept it, as you are only allowed to play this in the full version.

The quest is called “Mount Donan’s Favor” and can only be played later in the main campaign. Players on Reddit suspect that the quest can only be played in Act 2, when you are allowed to explore further parts of Sanctuary.
Currently, it is still unclear when exactly this quest will be available. MeinMMO has already inquired with the developers about when the quest will be released. However, we have not yet received a response.
Now you know when to unlock the mount, but what about the cosmetic items that are rare and hard to obtain? Blizzard also offers more information on that.
Do cosmetic items for mounts need to be unlocked again? Blizzard has more to announce in its amended blog post:
Mounts are unlocked by completing a questline while you progress naturally through the main story campaign. Mounts come with a variety of customization options, such as different types of mounts, armor, and trophies. One example is the “Cry of Ashava” mount trophy reward, which can be earned during the upcoming server slam. These adornments transform your trusty old steed into a hellish warhorse. Mount trophies can be attached to the flank or saddle of your horse. There are dozens of trophies in Sanctuary.
Once a mount is unlocked, it can be used across all game modes for all characters created by the player.

Blizzard is referring here to “Once a mount is unlocked” and not “Once your mount is unlocked.” It is therefore quite possible that the developers are referring to the skins of your mounts in the singular rather than your actual mount, as there is only one of those.
We have also inquired with the developers on this, as the wording is somewhat unclear.
So far, we assume that all trophies, skins, and armors for your mounts need to be obtained only once and apply to your entire account and all heroes.
This would also fit in with the fact that during the upcoming beta, a mount skin can be unlocked, but the progress of the beta character will not be carried over to the main game.
