At Blade and Soul maintenance work will be performed today at noon on January 27th. The game will be offline. They want to deal with the spammers and gold sellers.

Along with some fixes and problem solutions, Blade and Soul responds to community feedback and has limited area, faction, and group search chats for all characters up to level 10.
And they have removed the level limitation for reporting bots and spammers.
