According to statements, the servers of the PC version are down from 9 AM until at least 4 PM. The console versions will receive maintenance on February 27th starting at 10 AM. The ESO servers will then be unavailable until at least 1 PM, possibly even until 6 PM.
A long loading screen follows, which can last between 5 minutes and several hours – depending on how many items you have in your inventory. This long loading screen will only happen once. After that, ESO will load normally again.
