In Phlegethos, passion, pain, and punishment take center stage. It is the layer of physical torment through fire and torture, but also of emotional pain caused by forbidden desires, manipulation, and the destructive power of uncontrollable passions.
It is also the only layer ruled by two rulers: the archdevil Belial and his daughter Fierna. Their relationship is a highly toxic mix of incest, manipulation, power games, and mutual dependence. They use lust, pain, and seduction as their tools for control and corruption.
Phlegethos itself is the hell layer that most closely resembles the classical, mortal conception of hell.
It is a realm of active volcanoes, rivers and lakes of magma, and a landscape of obsidian and ash. The heat there is so intense that it distorts the air and causes water to evaporate instantly, if ever it reaches the hell layer.
