Vault 8 enjoyed the rare privilege of not being built for an experiment. On the contrary: The bunker was conceived as a control Vault. This means: The residents were to lead a good and cared-for life in order to leave the Vault after the all-clear.
They were equipped with a G.E.E.K. (Garden of Eden Creation Kit) to refresh the surrounding area after the Vault was opened. The residents founded the town of Vault City and used Vault 8 only as a medical station, storage, place for computers, and general power supply.
Compared to many other Vaults and their residents, those of Vault 8 are something like the chosen ones. They were not to become reckless victims of experiments but were specifically intended to ensure the survival of humanity in the wasteland. The jackpot in the time after the Great War.
